2.3 - Embarassing problem: I didn't update the install/preamble file to one that actually works

Now available as a SAR package, so it can be auto-installed from SqueakMap.
The DLL in installed in the same directory as the vm binary, I'm sure
someone will let me know if that causes problems.

Updated the install so it won't if you already have the plugin installed.
Now it also checks if the font plugin is built in.
